Chirac hails business deals and ties with China Sun Oct 10, 2004 05:03 PM ET By Timothy Heritage and William Emmanuel PARIS/BEIJING, Oct 10 (Reuters) - French President Jacques Chirac hailed business deals worth 4 billion euros on Sunday as a sign that a state visit to China intended to improve economic ties has been a success. But in a French television interview on the third day of a visit to China, Chirac said small French firms must do more to break into Beijing's huge market and said he had discreetly raised human rights issues during his trip. European planemaker Airbus was the biggest beneficiary of Chirac's visit but French engineering giant Alstom (ALSO.PA: Quote, Profile, Research) was among others who secured lucrative agreements and Chirac announced that China was buying 700,000 tonnes of French wheat. It was the first major grain deal between the two countries for almost a decade. "It is a long-term effort (building economic ties with China) and I think that from this point of view I am satisfied," Chirac told France 2 television in an interview from Beijing, where he is accompanied by about 50 businessmen. "I think the French businessmen, the big, medium and small firms that are with me, have expressed this satisfaction clearly. There is an important place to be taken in China ... and France must take it. France is doing that and I am glad." Chirac came to China to try to put economic ties on a level to match rapidly their warming political contacts. He said there was one weak point. "The place where we have a weakness, and that is one of the aims of my visit, is on the level of small and medium-sized firms. Perhaps this is because we do not play as a team enough," he said. He said he wanted the number of small and medium-sized firms cooperating with China to double in the next three years. BIG GRAIN DEAL Chirac was asked in the interview why he had not publicly criticised China's human rights record. He said he had done so discreetly, adding: "I am very attentive on this matter." An aide said Chirac had handed the Chinese government a list of about a dozen detainees about whom France was concerned, but gave no further details. Critics in France say Chirac has paid scant attention to China's human rights record because he is so concerned with establishing a better foothold for France in China's vast business market. Chirac confirmed a deal under which China will buy 700,000 tonnes of French soft wheat. He gave few details but said: "This is a sector that needs to be supported." Jean-Jacques Vorimore, head of France Export Cereales, said the order was worth about $150 million and the first delivery of the French wheat would be next month. Vorimore added: "We are also working on (a deal for) malting barley. China is the top beer producer and France is the top producer of malting barley." China needs between 1.5 million and 2 million tonnes of malting barley a year, he said. Officials in the French delegation put the total of the deals announced during Chirac's visit at 4 billion euros ($4.93 billion). Air China has signed off on the purchase of six Airbus A319 planes, which are valued for their performance at some of the world's highest airports, and also signed a memorandum of understanding to buy 16 A330s, a twin-engine plane. At an official price tag of $130 million apiece, the order would eventually bring Airbus $2.08 billion. China Eastern Airlines, meanwhile, confirmed an order for 20 A330s. Airbus, majority-owned by Europe's largest aerospace company EADS (EAD.PA: Quote, Profile, Research) , said it believed Beijing would also order its 555-seat, double-decker A380 airliner even though no deal was clinched.
