Polling in Panguna?s ?no-go zone? ready

FOR the first time in 20 years, the ?no-go zone? people in the mountainous area of Panguna, Central Bougainville will have the opportunity to vote in a geberal election.
Otto Noruka, the electoral returning officer for Central District, said polling in the ?no-go zone? area would still take place and that preparatory work was well underway.
?About 10 polling boots would be located in 10 different sites to cater for an estimated 5,000 to 6000 eligible voters in the area,? Mr Noruka said.
He revealed that there would not be any problem with them going in and out the area to conduct the election as the men at the road block understood the importance of the people?s right to vote.
?I am happy that the people in the ?no-go zone? for the first time would have the opportunity to take part in the election, but I am concerned that there might be a big chance of having many informal votes,? he said.
He said the people in the area had not received any proper orientation on the new limited preferential voting (LPV) system and there was fear that many would waste their votes.
Mr Noruka said ballot boxes and election materials for the ?no-go zone? were still in Buka for pick-up and that they expect to have them before Monday when polling officially begins in the region.
?The only thing that is holding us up was the transport of all election materials to Arawa before Monday.
?Once we have are our materials in Arawa, then it will be easy for us to set up polling boost in area,? Mr Noruka said.
He said he was looking forward to the elections and hoped to complete the ?no-go zone? area within one or two days.

Bougainville misses out

MAJOR development projects on Bougainville have been continuously delayed in the last five year because the National Government played ?lip service? on these projects.
One such project is the fisheries project that was supposed to have been constructed on Buka Island in North Bougainville electorate.
Regional Bougainville candidate Andrew Miriki said these projects were delayed because there was no close working relationship between Autonomous Bougainville Government and the National MPs.
He claimed that a cheque of K900,000 was initially given to the ABG but the National Government grabbed it back and the cheque had not been seen ever since. ?I have not seen any unity among our leaders from the Bougainville Parliament and the National Parliament members over the last two years when President Joseph Kabui has been president,? Mr Miriki said.
?I have not seen our four National MPs working with the ABG to draw down some powers to the ABG and the four MPs had missed every sitting of ABG Parliament.?
The four Bougainville MPs include Leo Hannett (Regional), James Togel (North Bougainville), Sam Akoitai (Central Bougainville) and Michael Laimo (South Bougainville.
Mr Miriki who is standing under the Advance PNG Party ticket headed by former Speaker John Pundari said he was contesting this year?s election to ?bridge that cap? so that what the ABG was doing was supported at the national level. He said Bougainville will go to referendum in 10 to 15 years time and there was nothing being done to prepare the island for that because all the leaders were not working together with the ABG.
Mr Miriki also said intending candidates should not fool Bougainvilleans ad talk developments on the island because many things were not in place to kick-start the island economically and these empty promises should not be made during election times.
He said he would address and find ways to solve these outstanding issues before he talked about bringing developments into Bougainville. These issues include:
* RECONCILLIATION among Bougainvilleans, leaders, ex-combatants and also between Bougainville and PNG;
* WEAPONS disposal. No-one is talking about this since the first weapons were destroyed under the United Nations weapons disposal program;
* COMPENSATION for every one that died during the Bougainville civil war;
* UNITING all factions on Bougainville including ex-combatants;
?I am ready to do a major cleanup on Bougainville and prepare the people to address these outstanding issues and find solutions to fix them,? he said.

Me?ekamui soldiers shoot B?ville fighter

A BOUGAINVILLE Freedom Fighter soldier was shot in his hands by members of the Me?ekamui faction based in Buin, South Bougainville, last Mon-day.
The wounded BFF soldier is receiving medical attention at the Buka General Hospital.
According to the police commander for North Bougainville Cletus Tsien the fighting started after some BFF soldiers had forcefully taken a car belonging to a school teacher from Kunua at Kokopau and drove it to Buin where they left it in front of the Buin police station. Insp Tsien said the BFF soldier was shot during an exchange of gunfire with the Me?ekamui faction.
?The Me?ekamui members decided to take the law into their own hands because they had a conflict with this person,? Insp Tsien said.
He said police would arrest the wounded soldier and charge him.

Officials warn of deferring polling

THE elections in Bougainville may be deffered for an indefinite period pending the arrival of vital materials stranded in East New Britain, election officials in Buka have warned.
Further more, Bougainville election authorities are blaming the centralisation of operations by the PNG electoral office in Port Moresby as the cause of all these problems.
Election manager Mathias Pihei confirmed all ballot papers had arrived in Buka this week but have not been distributed to all 13 districts in Bougainville.
This is because they are still waiting for the materials in the container that was wrongly consigned by the PNG electoral office in Port Moresby to Rabaul last week.
Mr Pihei said the same applied to all ballot boxes, polling teams, the officials and police because they would have to wait for the materials sitting at the wharf in East New Britain. ?We cannot carry out this election without those materials, but we will have to come up with an urgent alternative, which would be to print the materials from here and forget about those in Rabaul,? Mr Pihei said.
?We are feeling the effects of centralisation by our headquarters. ?In the past we used to do those things by ourselves and because we had to relinquish the operations back to headquarters we are experiencing this,?? he said.
Mr Pihei said on the original polling schedule, teams should be moving to their respective polling areas tomorrow but ?because the material were not here there would be a delay in moving.?
The 13 districts are Buin, Bana, Siwai and Torokina (South Bougainville), Buka, Tinputs Selau/Suir, Nissan, Atolls, Kunua/Keriaka (North Bougainville) and Kieta and Wakunai for Central Bougainville.

ABG urged to probe member

A CONSTITUENCY member in the Autonomous Bougainville Government is alleged to have been involved in a scandal where money destined for certain projects in another province has been diverted into the region to start up businesses.
This claim was made by the member for ex-combatants in North Bougainville in the Bougainville House of Representatives, Marceline Getsi.
Mr Getsi said the ABG member involved in this scandal could have been offered more than K200,000 by those responsible for diverting the funds to the region.
Mr Getsi called on the leader responsible to clarify to the ABG if he was involved in any wrong dealings.
?The ABG member who is believed to have received this money should explain to the ABG if he is innocent of any crime (related) to this report,?? he said.
?If this leader has received this money, he should explain to the ABG and the people of Bougainville why he had got this money,? Mr Getsi said.
Mr Getsi said those involved, including the ABG member, were known and he called on the Government to quickly set up a commission of inquiry in the region to investigate those involved.

Skandal um Markus Frick ? Für N24 erledigt. Für uns noch lange nicht!

Der vermeintliche Börsenskandal um den ?Vermögensberater? Markus Frick zieht immer größere Kreise. Deutschlands selbsternannte ?Stimme des Geldes? wird vorgeworfen, Aktien von zweifelhaften Firmen hochgejubelt zu haben. In seiner ?E-Mail-Hotline? empfahl Frick zum Einstieg in die Russland-Explorer Star Energy, Stargold und Russoil, die seit vorletzter Woche massiv an Wert verloren haben. In diesem Zuge wurde seine Fernsehsendung ?Make Money? auf N24 von Senderseite abgesetzt. Und seitens Herrn Frick kommt weiterhin nur betretenes Schweigen.

Tausende geschädigter Leser der "Markus Frick E-Mail-Hotline" vertrauten dem gelernten Bäcker beinahe blind und investierten ? wie sich im Nachhinein herausstellte - zu überhöhten Preisen in die von ihm angepriesenen ?Kursraketen?. Die erwähnten Russland-Explorer entpuppten sich als "rohstoffleere, aber hoch gepushte Empfehlungen? (Wirtschaftswoche Online vom 13.6.07) und fielen nach Spekulationen über die wahren Hintergründe ins Bodenlose.

Die Vorwürfe, die sich laut einem Onlinebericht der Süddeutschen Zeitung vom 15.6.07 durch die strengen Pflichtmitteilungen der drei Unternehmen an die US-Börsenaufsicht SEC mit Geschäften in Russland anscheinend belegen lassen, sind schwerwiegend: Demnach handelt es sich bei allen drei Firmen ursprünglich um fast wertlose Börsenmäntel, die später in verlockende Namen umbenannt wurden. Weiterhin wird Herrn Frick vorgeworfen, im Spiegel (25/2007), im Zusammenhang mit den verdächtigen Hintermännern Segal und Hutchinson, nicht die Wahrheit gesagt zu haben, was seine Beziehung zu diesen Herren betrifft.

N24 reagierte überraschend spät. Erst letzte Woche erklärte der N24-Geschäftsführer Grossmann, ?dass das Thema für N24 beendet sei.? ?Make Money? wurde von Senderseite abgesetzt. Dazu kommt nun, dass die Medienaufsicht BLM gegen N24 aufgrund möglicher unerlaubter Hinweise Fricks auf seine ?E-Mail-Hotline? in seiner Sendung ermittelt. Man prüfe, ob es sich um legale Hinweise auf Begleitmaterial handelt oder um unerlaubte Werbung. Frick, der sich weiterhin als Opfer einer Hetzkampagne sieht, schweigt zu diesen Vorwürfen. Auf seiner Internetseite werden wieder kräftig Aktien empfohlen und mit keinem Wort auf die gegen ihn erhobenen Vorwürfe eingegangen. Ob seine Leser damit einverstanden sind, bleibt dahingestellt.

Die Begeisterung für Frick scheint nun zumindest in blanke Wut umzuschlagen. Laut ARD Börse vom 15.6.07 laufen Anleger jetzt Sturm gegen Frick. Die auf bis zu 90% Verlust sitzenden Anleger versuchen seit dem Crash der Aktien, den Finanzexperten zur Rede zu stellen und lassen Ihrem Unmut in Onlineforen freien Lauf. Markus Frick lässt dagegen vornehmlich seine Anwälte für sich sprechen.

Mein Mitleid hält sich in Grenzen. Wer nichts von Aktien versteht soll seine Finger davon lassen. EMTV, Telekom, Infineon sind warnende Beispiele.

Es sind nicht immer nur solche Figuren wie Frick. Bei der Telekom hat sich der Staat und bei Infineon ein Großkonzern die Taschen gefüllt. Die Dummen, die darauf reinfallen, werden nie alle.

Das war leider schon immer so.;-)))

Eine Firma wie BOC,welche allein in der Pangunamine auf 20 Mia USD Gold,Silber, Kupfer, Moly usw. sitzt u. ihre 100 Mio ? Cash gewinnbringend an der ASX angelegt hat hat es nicht nötig den Dummpush BBs Gratisshares für Werbung in den Allerwertesten ;-)))(der wohl demnächst wieder auftauchen wird) zu stecken.

Leider ist die momentane Situation auf B' ville wieder etwas konfuser geworden.
Treffen ABG/BOC kurzfristig gecancelt,div.für die Wahlen benötigtes Material noch nicht angekommen,BRF noch keine Kompensationszahlungen ausbezahlt,daraufhin per Fax die Drohung an Air Nuingini das nächste in Buka landende Flugzeug zu "beschlagnahmen,
was momentan das canceln aller Flüge nach Buka bewirkt hat.

Alles in allem also eine leicht unerfreuliche Situation die wohl noch bis nach den Wahlen anhalten dürfte.

Erfreulich ist dass das ABG inzwischen erkannt hat dass die einzige Möglichkeit substanzielle Steuereinnahmen zu generieren in der Wiedereröffnung der Pangunamine liegt.Dass dabei kein Weg an BOC vorbei führt wird RT schon sorgen ;-)))

Air Niugini Flights To Buka Cancelled Over Bomb Threat
BUKA, June 28 Asia Pulse - Air Niugini has cancelled all flights to the Autonomous Region of Bougainville for an indefinite period following an anonymous bomb threat, The National reports.

The threat was faxed to the Civil Aviation Authority (CAA) and the airline's headquarters in Port Moresby Tuesday morning. The three-page, handwritten letter said Buka runway had been damaged and that high risk materials had been placed at the terminal. ADVERTISEMENT



It warned that "we will not allow any plane to land until further notice." The letter was signed off by a C.U. and BLF, which is also the acronym for the Bougainville Liberation Front that fought alongside Government forces in the Bougainville crisis.

Police and airport authorities conducted a check and found the runway intact and no suspicious materials. However, the airline proceeded to cancel the midday PX252 flight and suspended all other flights into Bougainville until further notice.

"The decision had been made by our authorities for the safety of our aircraft and passengers," the airlines Buka branch manager Peter Pais told The National. "There is nothing much that we can do."

Police personnel have been deployed at the airport. Buka police Chief Insp Cletus Tsein described the threat as an act of terrorism and said an investigation was underway. It is believed that the threat was faxed to Air Niugini at 6.54am.

At 8.35am, Air Niugini faxed the letter to the CAA with a note to CEO Joseph Kintau that PX252 is cancelled. The letter, which was addressed to Air Niugini and supposedly faxed from a Inda Association of Buka, said.

"You are adviced that all Air Niugini flights into Buka will be suspended until further notice from us. We have damage parts of the run-way last night and will not allow any plane to land until further notice."

The acting chief administrator of the autonomous region, Bruno Babato said the people behind the threats should bring their grievances up for discussion.

Mr Babato said there was little they could do since they did not know the source of the threat and the reasons behind it.

He said the administration would meet with the CAA, police and Air Niugini to restore normal air services to Buka.

ALL systems are ready to go come tomorrow as polling gets underway for this year?s general elections, Chief Electoral Commissioner Andrew Trawen said yesterday.
One-day polling for all electorates in Southern Highlands and Lae Open start tomorrow.
All the Highlands provinces will have one-day polling with Enga on Tuesday (July 3), Western Highlands on Friday (July 6) and Eastern Highlands and Simbu on Monday (July 9).
For all other provinces, polling starts at different ward areas and runs through to July 10 when polling ends.
?All the ballot papers have been printed and are out in the provinces now. They have been allocated to teams and have been sent out as of Wednesday,? Mr Trawen said.
He said by today all the teams would be out in their respective polling areas.
There are 6,185 wards in 323 local level government areas throughout the country with 4,550 polling teams and 27,500 polling officials to manage the elections.
Mr Trawen said the common rolls were done in wards now unlike in electorates in previous elections.
He said voting compartments, plastic seals and indelible ink and ballot papers, posters and other materials had been sent out in containers and had arrived at their destinations.
He said one container for Bougainville was in Rabaul but gave the assurance that it was despatched last night and would arrive in Buka in time for voting to start on Monday.
Mr Trawen said there were 3.9 million eligible voters to cast their votes for the 2,759 candidates for both provincial and open electorates.
He said there were a total of 2,658 male and 101 female candidates with 1,478 independents, who made up one-third of the candidates running under 34 registered political parties.
He said there were just over 9,100 polling places, 4,550 polling teams working in those polling places and 27,500 polling officials, presiding officers and poll clerks who will manage the election in various polling places.
Mr Trawen said they encountered problems sending ballot papers and other logistics because the Third Level airlines declined to offer their services in the last minute.
?We did not anticipate that difficulty, so we went to the Defence Force to allow us to use their Arava aircraft, but that problem is solved and we are ready for Elections 2007.?

Delayed poll matters will not stop vote

BOUGAINVILLE goes to polls today despite vital materials still being stranded in a container in East New Britain.
More than 60,000 eligible voters in the region will cast their votes today with electoral officials still not sure if these eligible voters understand the limited preferential voting system.
And to add to their doubts, the shortwave transmitter radio normally used by the electoral office is out of service and this is going to affect the transmission of information to the central tally room
But the provincial returning officer Reitama Tarav-aru said polling would go ahead despite some material and other necessary things still missing.
He said they had started printing some of the election material in their office last Friday and hope to have them ready in time for polling today.
?We are improvising because a container has been stranded in East New Britain with important election material,? Taravaru said. ?We could not wait for these material and watch others going into polls while we fall behind. We might face problems but we only hope people can bear with us and help us as we go through this.
?But I am pretty certain we will go to the polls on Monday.?
By late Friday afternoon electoral officials were in the office printing election material that was still in a container in East New Britain waiting to be transported to Bougainville.

Ich bin auf dieses Forum gestossen, weil hier anscheinend viel und sachlich über einen Pennystock berichtet wird.

Da der Wert in den letzten 5-6 Jahren( vor den großen Diskussionen hier ) schon etwa 1.000 % gestiegen ist, frage ich mich natürlich, ob dieser Wert wirklich noch Chancen hat, oder ob ich nur " der kafar sein soll, der das Streichholz als letzter hält".

Es wäre deshalb nett, wenn hier Anleger, die tiefer in den Fakten zu diesem Hoffnungswert stehen, anhand von Fakten ihre persönlichen Prognosen für die Kursentwicklung von diesem Wert bis Ende 2008 mitteilen könnten.

Auf dem Höhepunkt der Produktion (1988) war BOC die 4 Grösste u.die profitabelste Tagebaukupfermine weltweit,(damaliger AU Kurs 7$,bei einem Kupferpreis von ca.850 USD)
Wer in BOC investiert (ist)spekuliert auf erfolgreiche Verhandlungen zum neuen BCA (B'ville Copper Agreement)zwischen BOC u. ABG.

Bis dahin kann es noch etwas dauern,Peter Taylor,CEO von BOC hat einen Zeitrahmen von 3 Jahren bis zur Wiedereröffnung avisiert.

Sowie BOC Mitarbeiter die Pangunamine erstmalig seit 89 wieder besichtigen dürfte es jedoch zu einem ersten signifikanten Kurssprung kommen. ;-)))

Teck Cominco bietet 4,1 Mrd. CAD für Aur Resources

Vancouver (aktiencheck.de AG) - Der kanadische Rohstoffkonzern Teck Cominco Ltd. (ISIN CA8787422044/ WKN 858265) gab am Dienstag bekannt, dass er den heimischen Konkurrenten Aur Resources Inc. (ISIN CA0515241069/ WKN 872358) für 4,1 Mrd. Kanadische Dollar (CAD) in Bargeld und Aktien übernehmen will.
Im Rahmen der Transaktion erhalten Aur Resources-Aktionäre für jeden ihrer Anteilsscheine 41,00 CAD oder 0,8749 Teck Cominco Class B-Aktien. Dies entspricht einer Prämie von 28 Prozent auf den Schlusskurs der Aur Resources-Aktie vom Freitag. Die Barkomponente wird maximal 3,1 Mrd. CAD betragen.

Mit der Akquisition würde Teck Cominco seine jährliche Kupferproduktion um 43 Prozent steigern und seine Aktivitäten in Chile verstärken. Aur Resources hat jedoch noch die Möglichkeit, andere Angebote einzuholen. Sollte man jedoch eine Offerte einer Drittpartei annehmen, fällt eine Break-Up-Gebühr in Höhe von 140 Mio. CAD zahlbar an Teck Cominco an.

Die Aktie von Teck Cominco (Class B) schloss am Freitag in Toronto bei 45,20 CAD, die von Aur Resources bei 31,70 CAD. (03.07.2007/ac/n/a)

All quiet on the Islands front

NEW GUINEA Islands region reported no major incidents or election-related problems during the polling and police believe the same atmosphere would continue as polling progresses.
Islands police chiefs told The National that since the polling commenced last Saturday, there had been no major crime reported or any election-related violence.
The Bougainville Autonomous police service chief Assistant Commission Peter Nessatt said local community leaders were assisting police to enforce peace in the region.
He said polling had been very quiet and peaceful.
He said if there was any threat, they were ready to deal with it.
Mr Nessatt said there was no immediate threat as everybody, including the Mekamui was heavily involve in the polls.
He urged the people to feel free and vote for their candidates as more than 500 police personnel comprising regular, community auxiliary and reservists had been deployed on election duties.
?Police are strategically located at Nissan Atolls, Buka Island, Selau, Tinputz, Kunua, Arawa, Wagunai, Buin, Siwai, Bana, Torikina and the repeater station at Mt Takania.?
Mr Nessatt stressed that the primary role of the police was to provide security at the polling areas and the counting centres and also to provide security for ballot boxes.
NGI regional commander Assistance Police Commissioner Fred Sikiot said polling in West and East New Britain, New Ireland and Manus commenced smoothly.
He said over 500 security personnel including Correctional Service officers and Defence Force personnel were on poll security duties.
New Ireland police chief Supt Tokanini Aquila said people had cooperated well.
Manus police chief Inspector Alex N?drasal said people of Manus were committed in casting their votes.

New jail for Buka

OVERCROWDING of criminals at the Buka police station cell will now be a thing of the past after the Bougainville administration and the clan chiefs of Bekut village in the Peit constituency on Buka Island signed a land lease agreement for the construction of new facilities for the Correctional Service on Bougainville.
The signing which took place at Bekut village last Thursday between the acting Bougainville chief administrator Bruno Babato, representing the Bougainville administration, and the chiefs and clan leaders of Bekut village paves the way for the construction of new CS facilities.
These facilities will include warders? houses, cells for high risks and low risks criminals, cells for juveniles and a rehabilitation centre which prisoners will use to learn different trade skills .
The construction of the new CS buildings will be funded by AusAID through the Law and Justice Sector program for Bougainville.
In the agreement, the landowners will lease their land to the government for fifty years and will be paid K1600 annually for the land lease.
They will also be paid an additional K10 000 by the Division of Lands and Physical Planning office in the region before construction work begins.
According to the Law and Justice Sector program representative Paul Lepou, construction work will start towards the end of this year.
?In the first phase for the construction, the landowners will be responsible for the construction of CS buildings.
These houses will be made of bush materials and will be used by warders and low risk criminals,? Mr Lepou said.
Mr Lepou said construction of permanent CS buildings will start next year.

Education, AusAID officers visit region

A TEAM from the Department of Education and AUSAID visited Bougainville last week to launch the Education Capacity Building Program (ECBP) imprest account.
The team toured some schools on the northern tip of the autonomous region of Bougainville last Thursday.
Speaking at Sorom Primary School, Secondary School program manager for AusAID Edwina Betts said that it was so good to be able to come to Bougainville and see education work at schools like Sorom.
She said she was impressed by the warm reception given to them by the three schools they had visited.
Meanwhile, ECBP program manager Beryl Kennedy said that they were in Bougainville to set up the account through which all funds earmarked for the Bougainville education division would be channelled.
This is also in line with the K100 million for distribution throughout the province. The team visited Tarlena Specialised Training Centre, Sorom and Sohano Primary Schools.
The actual launching took place at the Kuri Village Resort last Friday.
Speaking at the launching, First Assistant Secretary for Finance and Administration Etwin Apai that they are focusing on the delivery of education services.
Mrs Apai said that partnership between Australia and PNG was being strengthened through funds often provided by AusAID.
?The launching of the ECBP Imprest Account marks a significant event for the education department,? Mrs Apai said.
She said that it is also a milestone achievement for the department.
Meanwhile, Finance and Treasury trust officer Lily Malaibe said the purpose of the account is to improve education delivery in the region.
She said it was the fifth account they had launched in the provinces.
Ms Malaibe said it will now make it easier for education provision to children and teachers

Käme es jedoch zu einem übernameangebot für BOC,(vgl. Pritzkerofferte in 1994 a 3,35 USD bei einem Kupferpreis von 1200 USD, welches von RT als ungenügend abgewiesen wurde),so müsste das Angebot nach heutigen Rohstoffpreisen ca. 6 X höher liegen ;-)))

London hatte ein Listing übrigens abgelehnt ;-)))

Capital raising called off

OIL and gas explorer New Guinea Energy has cancelled its $A50 million (K134.2 million) initial public offering because its cornerstone investors were unable to secure the necessary funds before the offer closed.
PNGIndustrynews.Net reported that chairman John Towner said the company had secured interest from a few investors which would have enabled NGE to achieve the minimum subscription required.
?However, this would have meant the issue of a supplementary prospectus, a further extension of at least one month for the offer and with no guarantees,? Mr Towner told the on-line publication. ?As we had extended the offer once already, we have preferred not to create further uncertainty for those new investors who have applied for shares under the prospectus.?
He said NGE was considering various options to generate value from the company's six petroleum prospecting licences in Papua New Guinea and would seek a public listing of the company at a later time. NGE had planned to raise the funds through an IPO listing of 100 million shares at A50c per share on the Australian Securities Exchange.
The company had originally planned to drill between three and six wells in the first half of 2008, initially focusing on oil and condensate prospects to establish early cash flow from either a trucking operation or a possible pipeline-to-port scenario if the size of discovery was large enough.

Wenn man die Berichterstattung zu den Wahlen in Gesamt PNG verfolgt,so bekommt man teilweise den Eindruck im Wilden Westen zu sein.Aus Bougainville jedoch wurde bis jetzt lediglich ein kleiner Zwischenfall um eine verschwundene Wahlurne bekannt.

Nachdem Kabui die Australische Helikopterbetreiberfirma wegen der Weigerung die Fiji Helfer Musingkus nach Buka auszufliegen des Landes verwiesen hatte,müssen die Wahlurnen nun zu Fuss durch den Dschungel in teilweise entlegene Gegenden geschleppt werden.

Police to look into ?stolen? ballot box

BOUGAINVILLE police and election officials are investigating reports that a used ballot box was allegedly ?snatched? by disgruntled villagers in Torokina area, on the West Coast of Bougainville.
And polling in several parts of Central Bougainville are behind schedule because polling officials are still tracking the jungle and mountains to reach their locations. There was no helicopter available to transport the materials and ballot boxes into the area.
Police told Post-Courier yesterday reports on the snatched ballot box number 141 belonging to team number 138 of Wakovi village were sketchy and they could not comment.
Election office said heavy rain was causing communication difficulties between these two areas (Buka/Wakovi) but confirmed that a ballot box was taken away by some angry villagers.
Provincial returning officer Reitama Taravaru said the motive behind the villagers? action was still not known but said that authorities were investigating.
?We still have to find out why these villagers have done what they did in Wakovi and once confirmed we will inform you,? Mr Taravaru said.
Meanwhile, polling in Torokina began last Monday with teams travelling by road to reach their polling locations early.
Seven teams assigned to the remote areas which required the assistance of a helicopter were later advised to proceed on foot as there was no confirmation for the use of a helicopter from the PNG electoral commission in Port Moresby.
Mr Taravaru said he has since cancelled the request for a helicopter.

PNGDF brings in reinforcement troops

PNGDF helicopter yesterday flew reinforcements into the remote Lai Valley of the Enga Province after policemen manning a polling booth were threatened and fired at by candidates and their supporters.
At a polling booth, three unarmed policemen sent to the location to provide security for polling officials ducked for cover after supporters fired guns into the air following disagreements with their warring tribes on the venue of the polling station.
These policemen were helpless until the Defence helicopter making an aerial survey of the location spotted them. And after discussions, they flew in troop reinforcements to the location and later flew in polling officials.
The situation remains quiet but tense.
Weather condition is also hampering electoral commission helicopters from airlifting polling officials. As of yesterday afternoon, helicopters were still airlifting polling officials. It is expected polling in this remote area will be completed by this afternoon and police and defence personnel moved out of these locations together with the ballot boxes and the polling officials.

Voters locked up

A NUMBER of women, including two tertiary students, have been charged by police in Madang with various election offences.
This was revealed by Madang police chief Anthony Wagambie Jr yesterday following the conclusion of the polling in Madang town for the Madang Open seat.
While Mr Wagambie did not release names, he said most of them were from one region, including the two students who attended the Madang Teachers College.
He said the two students, who were supporters of a particular candidate (named), did not have their names on the roll but had attempted to use other voters? names at the polling booth outside their college grounds when they were caught and handed over to police.
He expressed grave concern over the actions of these women but moreso the students stating that it was unacceptable of women who were suppose to be well educated.
?A total of 14 people have been charged with election-related offences, most of them are women and not only that we have two who are students from MTC,? Mr Wagambie said.
?This is unbecoming of educated people who are suppose to be leading by example.?
Mr Wagambie said he believed the problem of double voting and impersonation to have been quite high during the polling period, which was extended to yesterday, and not just confined to Madang only.
MTC officials when contacted yesterday said they were aware that two of their students were behind bars but distanced themselves stating it had nothing to do with the college.
An official said students had been told not only before polling but minutes before polling commenced to do the right thing and those who failed to listen would have to face the consequences of their action alone.
?They have demeaned the college and it (MTC) will not be responsible for their actions,? he said.
Meanwhile, several eye witnesses have claimed there were many other students who also double voted and impersonated others during the polling exercise also for the Madang Open urban area.
One eyewitness attending one of the town?s largest institution (named) claimed that he overheard several of his collegues boasting that they had been able to vote more than once without being caught at different polling stations.
An official of the institution concerned when contacted yesterday said ethics was imparted to students and they expected it to be practiced in the wider community.
